Prepare the Hash Brown Crust:
Preheat your oven to 400°F (200°C). Grease a 9-inch pie dish or quiche pan.
In a mixing bowl, combine the thawed hash browns, melted butter, garlic powder, salt, and pepper. Mix well.
Press the hash brown mixture evenly into the bottom and up the sides of the prepared dish to form a crust.
