Prepare the Batter:
In a bowl, whisk together flour, cornstarch, baking powder, salt, sugar, and cinnamon.
Gradually add sparkling water and vanilla extract, whisking until smooth.
Heat the Oil:
Heat about 1½ inches of oil in a deep pan to 350°F (175°C).
